Alaska State Lands Advisory Group

On January 14, 2015, CACFA passed a resolution under its authority at Alaska Statute 41.37.230 establishing the Alaska State Lands Advisory Group (ASLAG). Among other things, ASLAG has been tasked with understanding, discussing and advising on the viability of and potential for transferring the ownership and/or management of federal public lands in Alaska to the State. Nominations and applications for appointment were invited via public notice, announcement at CACFA's January meeting in Juneau, web posting on the CACFA website and newspaper posting. Submissions were accepted from January 16 through February 14, 2015. From the 24 nominations and applications received, nine members and one alternate were selected and appointed. The group's commission and mandate ran through June 30, 2017.


Meeting Information


Anchorage & Fairbanks - Thursday, October 27, 2016

The advisory group held its last meeting in both the Anchorage and Fairbanks Legislative Information Offices from 9am to 4pm; all members were in attendance. The majority of members attended in-person in Anchorage and telephonic participation was available in Fairbanks. Two 30-minute opportunities for public participation were provided at both locations at 11:30am and 3:30pm.

Teleconference - Monday, August 8, 2016

The advisory group met via teleconference on August 8 from 10am to 1pm; seven members were in attendance. One 30-minute opportunity for public participation was provided at 12:30pm.

Anchorage & Fairbanks - Thursday, May 5, 2016

The commission and the advisory group held a joint work session from 10am to 4pm to discuss the group's progress and next steps, including the development of a report and recommendations. Eight advisory group members and seven commissioners were in attendance. One 30-minute opportunity for public comment was provided at 3:30pm. Public participation and attendance were available via teleconference and in both the Anchorage and Fairbanks Legislative Information Offices.

Teleconference - Wednesday, May 4, 2016

The advisory group met via teleconference on May 4 from 1pm to 5pm; eight members were in attendance. A pre-proposal conference was held from 1:30pm to 3pm to field questions from potential bidders on an Informal Request for Proposals to develop a draft report of the group's efforts. One 30-minute opportunity for public participation was provided at 3:30pm.

Juneau - Wednesday, January 27, 2016

The advisory group met in Juneau on January 27 from 10:30am to 4pm in the State Capitol Building, Room 106. All members were in attendance when the meeting was convened, five in person and four telephonically. One 30-minute opportunity for public participation was provided at 1:30pm.

Anchorage - Wednesday, August 19, 2015

The advisory group met in Anchorage on August 19 from 9am to Noon in Suite 106 of the Atwood Building, 550 West Seventh Avenue. Eight group members and the alternate were in attendance. One 30-minute opportunity for public participation was provided at 11:30am. DNR Deputy Commissioner Ed Fogels and Congressman Don Young presented and engaged in a dialogue with the membership.

Fairbanks - Tuesday, June 9 & Thursday, June 11, 2015

MEETING
ASLAG held its first meeting on Tuesday, June 9, 2015, from 9am to 5pm at the Fairbanks Legislative Information Office; eight group members and the alternate were in attendance. Two 30-minute opportunities were provided for public comment. The morning session included several very informative presentations on the history of land ownership and management in Alaska, as well as a brief history of subsistence and federal-state coordination. In the afternoon, the group unanimously elected Mead Treadwell as Chairman and Stan Leaphart as Vice-Chairman.

SPECIAL PRESENTATION
ASLAG and CACFA hosted a special presentation on Thursday, June 11, 2015, from 3pm to 5pm, also at the Fairbanks Legislative Information Office. The presentation centered on the legal basis for the transfer of public lands and had an opportunity for Q&A and dialogue with the presenter, John Howard, an attorney specializing in these issues.
